There were certain agents that were deemed skilled enough not to earn an immediate bullet for their failure when it came to the Insight mission. He'd been picked up recently, the scarring across most of his body still healing and giving him a distinct pink colouration when he walked around without sleeves to his shirt. He almost always did. He was gathered with a few other agents waiting to be extracted from the country or given a new mission. It was as close to a closed door meeting that HYDRA ever had really.
Rumlow met Grant Ward in a dingy little place, and he knew immediately without having to be told who the man was. His eyes had followed the other but mostly kept to himself as the bond flared between them as he had been told it would with the bonded. Well that just threw a wrench into his plans, especially dealing with a kid like that. However, as much as the situation was a piece of shit, he recognized its uses as well. Ward was a good agent, excellent in combat and undercover when that cover wasn't blown. He could have bonded with worse.
He finally made his approach when he knew that no one would be watching, pushing open the door to the weapons locker and leaning on the door frame. "You keep cleaning that and everyone is going to think you're having second thoughts about your life choices."
