It was just the two of them in the room together. When he was on premise, a handler was not required to be stationed with him at all times like on missions. He was more docile on HYDRA bases, able to be commanded by technicians and handlers alike but generally not other soldiers unless it suited him to do so. Normally, aside from debriefings, he had little contact with other soldiers or front line individuals in a similar position to himself. While this wasn't wholly new, it was still different enough to have his full attention.
