The elevator didn't put them in the clear. Steve had to assume that there were cameras in them, for safety measures if nothing else. It wasn't enough to stop him when Rumlow started getting handsy, though. Would anyone actually review that footage unless there was some kind of security breach? Probably not. It still wasn't the best idea to do anything like this in public, but Steve was beyond the point of caring. They weren't on a moving vehicle any longer, which meant that he was free to do what he wanted.

So as soon as the elevator doors closed and he'd pushed the button for his floor, Steve's hands shot out to either of Rumlow's shoulders and he pressed him up against the wall. Not hard enough that it would leave the guy seeing stars, but he'd run out of patience, his self-control had finally slipped. His tongue made it into Rumlow's mouth almost too easily -- if there was one thing they had done a lot of, it was making out.

Steve also spread his legs slightly and wedged his crotch up against Rumlow's hip, grinding against it to bring about some of the stimulation he'd been aching for. He made desperate groaning noises against Rumlow's mouth, but realized that in just a few seconds those doors would open again and they'd have to drag themselves to his front door.
