The fact that this park was deserted was one of the reasons that he had picked it. Hydra had once used it as an area to gather and move people around the city, mostly scientists and other medical staff, but with the whole network going underground and his statement in town, he doubted they would be using it much anymore. That was good because he had a preference to use it for the openness that it brought.
